The Collateral Management and Funding (CMF) department exists within Global Banking and Markets (GBM) with the primary responsibility of providing centralized funding while managing the collateral and liquidity needs across Capital Markets. CMF’s toolkit for financing capital market inventories & client financing solutions focuses on repo, secured, and unsecured borrowing and lending, with a variety of other capital market products also being used by CMF to fully optimize these areas.

In this role, you will direct a team of IT managers and professionals responsible for the design, development, delivery and support of IT business solutions for the CMF business as part of the Global Wholesales & Risk Technology – Prime Services, Collateral Management & Funding Technology (PCMFT) team. You will be responsible for the full development lifecycle, management of projects/programs, and the direction of technical and business analyst resources within the Collateral Management and Funding IT business line (part of the broader PCMFT team). You will also participate in long-range strategy planning for the CMF business’ IT needs.

Major Accountabilities:

Responsible for planning and directing application/technology projects and ongoing support of systems. Ensuring that it meets the needs of users and adheres to the architectural direction of Bank standards. Major systems & projects include:
A major, multi-year project to update & modernize the current repo trading platform. Includes functional improvements to platform, application of strategic architecture approach for integration, and work to ensure platform can comply with secured funding trading regulatory landscape (SFTR, etc.)
The support & build-out of a Central Funding Hub that automates & optimizes unsecured funding workflows across Global Capital Markets
The support & enhancement of the inventory management system. System feeds available collateral/available to lend and borrow needs numbers into securities lending & repo systems across PCMFT
Directing these projects and supporting these systems requires:
Building a strong working relationship with peer and management within and beyond the business line
Partnering with stakeholders to translate business requirements and identify appropriate solutions to deliver on objectives
Participating in the budgeting process related to these projects and systems
Resolving production issues and actively facilitating problem resolution approaches to avoid future production issues
Responsible for functionally managing direct reports and technical teams in the areas of scheduling, technical direction, future planning and standard development practices.
Own vendor relationships with key vendors participating in current and future system solutions in the CMF space
Ensuring that operations in his/her area adequately adhere to business controls and limit operational, regulatory, and IT risk

Minimum Requirements:
10+ years of IT and specifically capital markets business industry/work experience with significant exposure to repo trading systems or related capital markets domains (securities lending, secured funding, etc.)
Strong track record of leading capital market application development teams to successfully meet their goals
Business domain expertise in repurchase agreements, collateral management & optimization, secured & unsecured funding and other CMF
Experience in line management of application development and support teams that include business analysts, software developers, project managers, etc.
Credibly face off to senior business stakeholders for the purposes of status reporting, program intake, etc.

Preferred Requirements:

Significant experience in full-cycle, modern application development management – DevOps, Agile, etc.
Strong knowledge of key industry standard IT participants (Ion Anvil, Tradeweb, Tullet Prebon, Bloomberg VCON, JPMC/BONY triparty systems, Gloss, Impact, etc.) and some experience in vendor relationship, third party risk management, etc.
Significant experience in service management and system support – responding user inquiries, third level application support, IT risk management, hardware & software performance tuning

Strong track record of working in organizationally complex, fast-paced environment
